Consumer & commercial lending in Texas

Regulated lender or other OCCC license

Statewide license State license generally required
Filing path File through NMLS
Agency Texas Office of Consumer Credit Commissioner

Who needs this in Texas

Companies that make consumer loans in Texas generally need an OCCC license — often a regulated-lender license — unless a statutory exemption applies. Commercial and property-tax lenders can have distinct OCCC categories. Mortgage origination is not an OCCC license; that files with the Department of Savings and Mortgage Lending.

Where to file

Request the matching OCCC license on NMLS. Do not file a money-transmitter application at the Department of Banking for lending, or an SML mortgage license for a personal installment loan.

Federal overlay

TILA / Regulation Z, ECOA, FCRA, and CFPB supervision sit on top of the state license. A state license does not create a federal charter.

Agency names and filing paths are public facts from state regulator sites, the NMLS / CSBS agency directory, and published statutes. License categories and exemptions change. Confirm the current checklist on the official site before you apply. This is not legal advice and not a fee schedule.
