Businesses that collect consumer debts from Florida residents generally must register with OFR as a consumer collection agency. Out-of-state agencies that call or write Florida consumers are typically in scope.
Register with the Office of Financial Regulation. Use OFR’s current collection-agency page to see whether the filing is on NMLS or the state portal.
State licensing does not replace the Fair Debt Collection Practices Act, CFPB Regulation F, or the TCPA. Those rules apply whether or not a state issues a license.
